The Fundamental Duties are defined as the moral obligations of all citizens to help promote a spirit of patriotism and to uphold the unity of India. These duties, set out in Part IV–A of the Constitution, concern individuals and the nation. Like the Directive Principles, they are not enforceable by law.

Fundamental rights are positive interests of individual to be protected by the state. Fundamental duties are negative interest of individuals which are expected to be fulfilled by them.
The difference between two is the latter is enforceable and latter non enforceable. From beginning of constitution they weren't read together but post 1970s (Keshavnanda, PILs, judicial activism etc.), they are read together by supreme Court.
