Flower is a bright coloured modified shoot of a plant.

It has four whorls:-

1. Sepals ( Calyx)

2. Petals ( Corolla)

3. Androecium ( male reproductive parts)

4. Gynoecium ( female reproductive parts).

When a flower consists of all the four whorls, it is called a perfect or a complete flower.

Example:-

Hibiscus ( or china rose)

Answer:

A flower having sepals, petals, stamens, and pistils is complete; lacking one or more of such structures, it is said to be incomplete. Stamens and pistils are not present together in all flowers.
