I think the reaction must be C6H5N2Cl+H3PO2+H2O ----> C6H6 + H3PO3 + HCl + N2
because when diazonium salt is treated with hypophosphorous acid converted to benzene and and P oxidized from H3PO2 to H3PO3 and Nitrogen gas releaed.
