They regulate what enters and exits the cell. For example: deadly materials, building blocks, bacteria, etc.

It does this using many different methods some of which are manually done, in a sense, and some of which just happen due to the structure of the cell wall/membrane.

The wall may be permeable to some materials and allow for diffusion and osmosis to occur (passive transportation). This can also be regulated by slowing down how quickly substances can diffuse through the walls (passive transportation).

The wall may also have structures that can manually move substances across the wall to keep a controlled level of the substance inside and outside the cell (active transportation). This requires energy which in cells is usually in the form of ATP.
