VISION- A peaceful and progessive Basilan with improved Quality of life and preserved Culture rich in diversity, a center for commercial crops with developed and sustained marine industry in sound and safe environment and habitation under transparent respponsible and accountable governance.

MISSION- To create an enabling enviroment for different actors to participate in an efficient and competitive economy in Basilan that would provide socio-economic benifits to the people; and work with multi-stakeholders towards building a culture of preparedness from the grassroots, and encouraging partiipation in an atmosphere of peace and stability.
