The Rajya Sabha is the “Topper House” of Parliament and is sometimes called the “House of Elders”.

It was the Government of India Act 1919, which established for the second chamber—the Council of States consisting of 60 members, nominated and elected.

The Government of India Act of 1935, provided directly elected Council of States as the Second Chamber consisting of 156 members from provinces and 104 members from Princely States for a term of 9 years, one-third replacing at the end of every three years. The Rajya Sabha was first constituted on 3.4.1952 and it held its first sitting on 13.5.1952, and the retirement of first batch of the members took place on 2.4.1954.
