Compounds can be separated by chemically

but in many planets there is no oxygen but dry ice present (Carbon dioxide) shall we seperate carbon and oxygen from it ?

there are many conditions which make it possible to carry out any decomposition or say , reaction .

If we try to decompose dry ice on other planets in order to produce oxygen , some particular conditions would be required which are not achievable on other planets . Therefore , oxygen cannot be produced simply by the presence of dry ice (CO2)
