It is true that concentrated acid react faster than dilute acid.

The concentration of a chemical substance is directly proportional to the amount of reactivity of that substance.
A chemical substance of higher concentration will contain more amount of particles in certain amount of volume, than a dilute substance.
Now, more particles means more collisions. And more collisions mean more amount of chemical reaction.
That's why, a sample of concentrated acid will react more rapidly than a sample of dilute acid.
