30% by mass of HCl means 100g of solution contains 30g of HCl

Moles of HCl = 30g/36.5g/mol = 0.82 mol

Volume of solution = Weight of Solution / Density
V = 100/1.15 = 86.95ml

Molarity = (Moles of solute / Volume of solution in ml) * 1000
= (0.82 / 86.95) * 1000
= 9.43 M
