Yes The concentration of oxygen inside and outside will change with time due to diffusion.Diffusion occurs to maintain the level of gradient from higher concentration to lower concentration.
Since the concentration of oxygen is more outside as compared to inside so it will move towrds inside the cell till bith re equalised.

Now, as we know it's diffusion as you have told moving from high to low conc. also, it's not osmosis, cause it's only for solvent and also diffusion is irrelevant of any membrane, that is, it doesn't matter if the membrane is there or not, it will allow the oxygen to come in. Now, when there is an equilibrium, the flow would stop, but, this is not possible since the cells perform active metabolism.
