the velocity of a wave changes functionally as

V = Aw cos wt

the particle displacement in a wave is : y = A sint(wt)

V=dy/dt

therefore, V= Aw cos (wt) *d(t)/dt

where A is amplitude or perpendicular displacement,

         w(omega) is angular velocity

 the max. of V=Aw cos(wt) is Aw

the min. is -Aw

It denotes same as the cosine graph,
