the State governments, instead of initiating such policies which could

strengthen the Panchayati Raj institutions, have used these institutions

purposes ofthe constitution of Panchayati Raj institutions is to create a

new leadership at local levels which would not only abjure obscuration

and backward looking attitude but also would be instrumental in

changing the anti-development outlook of the traditional caste leaders

in the villages so that the people could achieve their collective

aspiration of developing themselves holistically. It is therefore

essential for panchayaties’ leaders to get organization and to form their

associations at local, district, state and national levels in order to

enhance Panchayaties to demand powers and enable themselves to

learn from each other and extensively deliberate matters of common

interest.

Local government has deep roots in Indian history. The local

bodies organized life of stability at the local levels. The grass roots

system had shown a peculiar identity and stability despite frequent

changes ofpower occurred at the super structural level. The history of

village community was revealed from the Vedic times. In those days

the rural local governments were administered with the help of two

Assemblies, namely the ‘Sabha’ and the 'Samiti’. The glory of localself government was declined during the later Vedic period. The

establishment of a centralized territorial state is one of the causes for
