Congress or the Senate. This is called the Chamber of Deputies which has eighteen standing members . While the Senate has nineteen. Next with a simple vote of the members present at the time all while being sanctioned by the President of the Republic. Congress also has a residual power to approve a law in specific matters . Even with all these processes that have to been done for a law to get passed a cancellation or in other words veto is still available. The Only authority with this power though is the President. This veto though can be overridden by two thirds of the members National Congress.
