Chapter 1 explained that the environmental system is a key development factor and that it has a finite capacity to provide for human needs; in economic terms, it is a scarce resource. Though scarcity of environmental resources and services may be very high in certain regions of the world, the economic value generally placed on them is often underestimated and close to zero. In many cases this has led to an unsustainable path of economic growth.

It is also stressed that evidence does not provide a clear response to the question of whether economic growth and environment protection and conservation are conflicting or complementary goals. Rather it shows that trade-offs and complementarities depend on various other factors such as: the scale and the structure of the economic and the social systems, technology, efficiency with which natural resources are used.
