Conductor is a charged or un charged body? If it is a uncharged body then how it conducts electricity?

Conductor is both charged as well as uncharge and how electricity is conducted through an charge conductor, because in the uncharged conductor the charge is present but both negative and positive charge are equal in magnitude, that's why net charge is 0 but under the influence of another charge induction occur, then charge developed at the uncharged body facing to the charge, opposite in magnitude and through it electricity conduct
