Conflicting goals can be developmental goals for one person but it may be destructive for another person like if a large dam is created the contractors , industries and some other person are benefited from it but the person who have to leave their land are not benefited from it.

Clearing of forests or destruction of old houses for making new malls and plaza are few examples.
