The development does not mean the same for everyone. The goals can be different for different people. For one development can be progressing while for the other it can be destructing. Clearing of forests or destruction of old houses for making new malls  and plaza are few examples.

Explanation: A goal of yours or anyone else can be developmental for you, but as we know that every coin has its two faces so , the same goal of yours may be conflicting for someone else .

For example-

1. If a person has a goal of establishing a factory in a village ,then it must be development for him, but on the same time it would be conflicting for the people living in that village, because the setup of the factory maytake away their house and also somewhere it will affect the health due to the pollution caused by such factory.

2. If a bridge is being build in a posh area, than it may be development for the person who would use the bridge and reach his or her destination in a short period of time, but it would be conflicting for them who have lost their house and shops.

This is how development for someone maybe destruction for someone else .
