Consider a thought experiment in which you tear a piece of paper in half. Then tear it in half again and then again. How many times could you continue this? Either you divide this piece of paper in half forever or you reach a point where it could no longer be divided in half and still be considered paper.

At a small enough scale, you would no longer be cutting "paper" in half, but instead cutting the glucose monomers that make up the cellulose in paper. (This of course completely overlooks the fact that paper usually has pigments and other additives in it.)  you would be forced choose how to "split"such a molecule that no longer can be split symmetrically since glucose is made up of carbon, oxygen and hydrogen atoms. At some point, you will have an imbalance of atoms and you're done.
