For azimuthal no., you should first know principal quantum. no. i.e. Represented as n.

For eg. 3P6

Here Principal quantum no. Is 3

And azimuthal no. Ranges from 0 to n-1 so its values can be 0,1,2

So for azimuthal no. = 1 we must have those atoms which contains electrons equal or greater than 3 ( 1s2 2s1)
