Because after 60 min i.e 1 hour displacement = 0 where distance ≠ 0

also velocity = Displacement / Time 

since displacement = 0 ∴ velocity = 0

The given data is that the motion of minute hand tip in clock is considered, and then there are three circumstances to be considered which are their displacement, their distance, and their average velocity.  

So, as we know that the displacement is a vector quantity and thus is a resultant product of both magnitude and direction. When a minute hand tip moves in an hour, it starts from a point and ends to the same point in order to complete one hour, thus the displacement be zero.  

Rest the distance is a scalar quantity and hence will remain increasing irrespective of the number of hours. As the displacement is zero the measure of average velocity is average displacement with time, will also be zero.
