Generally this scenario is that of a middle man being stuck in between his workers and his clients, whose order may get delayed, i.e. not get finished on time due to unexpected public holidays being introduced.

Basically, what the middleman can do is, he can either outsource so that his order may be finished on time, indeed there is a possibility that the quality of the product will be suffered however atleast he will be able to complete the order on time.

Secondly, since this was a public holiday he would in future be careful of any festivities in the country in which he is dealing. This will help to create good cognitive strategies and avoid any future errors.
