The maximum possible resistance is 13Ω.

You can use the direct resistance system instead of the parallel system.

Then what you get is

4Ω+3Ω+6Ω = 13Ω

For maximum resistance you need to connect them in series.

As if you will connect them in parallel resistance it will come in reciprocal has decreasing the overall resistance of the system so

3+4+6=13 ohm.
