Well, the ultimate supreme law of the land is the creators of that constitution, those that imbued the constitution with power and authority, and that would be ‘we the people’ who delegated, within that document, the authority to create a new union.
In that preamble, we established (like all prefacatory clauses) the reasons we were establishing such authorization. In each article, we laid down the very foundations of the government itself, laying limits upon the power of the state and federal legislatures, and a good portion of the form and function of the state and federal operations.
Under article 6 of that constitution, there were specific things laid down to preserve the limitations that were set under that constitution and to preserve the legitimacy of government under that constitution. The one that most directly answers the question is the following;
