a_{ij} = \frac{1}{2}*|-3i+j|

We need to form a matrix of order 2.

The general form of a 2 by 2 matrix is

\left[\begin{array}{ccc}a_{11}&a_{12}\\a_{21}&a_{22}\\\end{array}\right]

Substitute corresponding values fof i and j to determine each term

a_{11} = \frac{1}{2}*|-3*1+1|=1

a_{12} = \frac{1}{2}*|-3*1+2|=\frac{1}{2}

a_{21} = \frac{1}{2}*|-3*2+1|=\frac{5}{2}

a_{22} = \frac{1}{2}*|-3*2+2|=2

So the required matrix is

\left[\begin{array}{ccc}1&&\frac{1}{2} \\\\\frac{5}{2} &&2\end{array}\right]
