Draw a line segment OP of 7cm draw a acute angle to OP and mark point x1, x2, x3..... x8
such that x1=x2=x3.......=x8
now join x8 and P
draw the angle OX8P x3 or x5 and let the agle intersect OP and your required line segment is ready.
