Hey mate here' your solution↓↓
_____________________

STEPS OF CONSTRUCTION :

i) Draw AB = 6.5 cm.
ii) At B draw BP perpendicular AB .
iii) From BP cut BE =3.1 cm.
iv) Through E draw draw perpendicular to BP to get QR parallel to AB.
v) With B as centre and radius 4 cm, draw an arc which cuts QR at C.
vi) With A as centre and radius 4cm, draw an arc which cuts QR at C.

ABCD is the required parallelogram.
