⇒ Take Q as center with radius 5.5cm and draw an arc, which cuts off previous arc at point S

⇒ Take Q as center with radius 5.5cm and draw an arc.

⇒ Take S as center with radius 4.5cm and draw an arc, which cuts off previous arc at point R

⇒ Join PS,QS,QR and SR

∴ PQRS is required quadrilateral.
