Steps of Construction:

(i) Construct a line segment PR = 6.5 cm.

(ii) Taking P as centre and 4.5 cm radius and R as centre and 6 cm radius construct arcs which intersect each other at Q.

(iii) Now join PQ and QR.

(iv) Taking P as centre and 5 cm radius and R as centre and 5.5 cm radius, construct arcs which intersect each other at S.

(v) Join PS and SR.

Hence, PQRS is the required quadrilateral

Solution:

Step 1:  Draw a line segment PQ = 4.5 cm

Step 2 : Using compass width = 5.5 cm and taking Q as center draw an arc

Step 3 : Using compass width = 7 cm and taking P as center draw an arc such that it intersects arc drawn in previous step at R

Step 4: Join QR

Step 5:  Using compass width = 4 cm and taking R as center draw an arc

Step 6 : Using compass width = 6 cm and taking Q as center draw an arc such that it intersects arc drawn in previous step at S

Step 7 : Join RS and PS

quadrilateral PQRS is constructed

Hence, PQRS is the required quadrilateral
