1) Draw a circle of radius 3.5 cm.

2) Take any point K on it and draw a chord KL of any length.

3) Name minor arc as KXL.

4) Take any point M on the major arc KL such that KML.

5) Join MK and LM, so that angle LMK is formed.

6) Draw ray KN making an angle equal to angle LMK using KL as one side and vertex K.

7) The line containing ray KN is the required tangent.
