• draw a circle of radius 4 cm
• from the center extend a line outwards so that OA=8 cm
• with OA as center draw an perpendicular bisector , now it meets the line OA at a point when joined
• mark it as  b with ab as center draw a circle
• now the circle with center b will meet the circle with center o   at 2 points mark them as p and q respectively
• join pa and qa
• ∴ pa and qa are the required tangents
