Use the sas rule because two sides are known and in angle is known

first mark the line bc as 7 cm then construct the angle on b of 75 degree and name it as bx then mark an arc of 13 cm on bx then name that arc as y then join cy and do perpendicular bisector of cy where this perpendicular bisector meet bx name that point as a then join ca triangle abc is formed
