1)draw a line segment of 4.5 cm
Choose any end of that line segment.
2)put your protactor and mark 75* and with the mark join the point where u place the protactor.(u must know how to use a protactor)
3) u have to draw a ray( which is a line with one end fix and other end goes on)from the pace u kept protactor which to pass through ur 75degree marked point.
4)take your divider measure 4.5 cm and cut a line segment of 4.5 cm on that ray.
