Draw a line with a scale.
Then pick a point on the line with the needle end of the compass.
Then stretch the compass the short you want and draw a half circle holding the needle on the point that the line will become the diameter of the half circle.
Then shift the needle to the right end of the half circle holding the same angle of the compass (that you have stretched) and mark the point on the half circle with that angle.
Draw a line through the center of the half circle and the point that you have obtained on the half circle & the angle you got is 60 degree.
