Draw a Circle of radius 3 cm

Join Centre with any point on the circumference

From that point on Circumference,(A) draw a perpendicular

At the Centre, Make an angle of 115 degrees (180-75)as the angle formed by line joining the point of contact tangents at centre and the angle between the tangents is Suplementary(Sum is 180degrees)

Extend the 115degrees angle line(OB) till it touches the curcumference

Now, from this point(B) Draw a perpendicular intersecting the other perpendicular you constructed.

The point of intersection would be the Starting point of the Tangent..(P)
