A consumer forum works in district level, state level as well as at national level.
For all issues and grievances, it includes a district forum, the state commission and a national commission.
However there is no scope to include the supreme court for such matters.
These courts ensure that every consumer gets the right to access goods or services that he/she is bound to get.
There are many cases of redress that are dealt regularly by these forms of courts.
Hence the right option for this answer is option D i.e. "supreme court".
