The instigation to the Consumer Movement was when there were rampant food shortages, hoarding and adulteration of products in markets in the 1960s. Till the 1970s, it didn't gain much momentum and was resricted to writing articles and holding exhibitions to make people aware of the Consumer Movement. People formed Consumer Groups that looked into rectifying the problems faced in ration shops. Due to various demands and popularisation of this movement, the government finally responded by issueing the Consumer Protection Act COPRA in 1986.
