So the answer to your question is “carbon” - although it might be tricky to get some of the common allotropes to burn cleanly, it can certainly be achieved with the right means. If I assume you meant to use the word “compound” rather than “element” in your question, the 90% carbon requirement makes it tricky as that puts out any alkane hydrocarbon as they max out at ~85% carbon.
