first solve the equations 
37x+43y=123 and 43x+37y=117
on solving these two we get x=1 and y=2
now sub the x and y values in 2x-(a-4)y=2b+1 and 4x-(a-3)y=3b-1
on solving these two we get a=2.5 and b=2
