Firstly we will move ball 3 to 2nd tube ( 1 move done)

Then move ball 2 to 2nd tube ( 1 more move used ).

Directly move ball 1 to 3rd tube . ( 1 more move used ).

Lastly move ball 2 and 3 one by one in 3rd tube ( 2 more moves used)
