There might possibly be other ways of doing this conversion too, using more specific reagents or reactions, but the above method is the one that comes to my mind at this moment.
Decarboxylation of acetic acid produces methane which undergoes mono-chlorination to produce methyl chloride which in turn reacts with propyne in presence of sodamide to produce the internal alkyne but-2-yne
