then, as there are two numbers under bar , multiply by 100

100*x =100*0.40bar

now, subtract x from both sides,

100x = 40.40 bar
-   x   =  -0.40bar


bar will cancel 

99x =40

x= 40/99

now, 

0.40 in fraction = 40/99
