The number in superscript outside the brackets is the base, so for converting it, first make it base 10 (what we use) and convert it again.
Converting to base 10:
Let's take the example of Q (c)
Remember letters continue after numbers
example A is 10, B is 11, C is 12
The units place is worth 16^0 = 1
The tens place is 16^1 = 16
B: 11 x 16^0 = 11
4 : 4 x 16^1 = 4 x 16 = 64
So the value of 4B base 16 = 11+64 = 75
