You have to first turn 2-butene into 2-butanol. You can do this a few different ways. You can do it with acid and water, oxymercuration/demercuration (OMDM). Once you have the alcohol you'll need to oxidize the alcohol further. You can use Cr03 dissolved in H+/H20. That's called a jones oxidation. You could also use Cr03 dissolved in pyridine. That's called a collins oxidation. There are other ways. These could be considered the most common.
