In case of trichloro acetic acid ,the chlorine atoms attached are of -I group

So they slightly decreases the electron density near carbon to which they are attached so that carbon could attain the tendency to accept electrons(lewis)

Thus trichloro acetic acid is stronger

we can convert it by the action of NaOH and Cl2 (in excess).
