Actually, this is a truth, and so, it should always be in simple present tense. However, if you want to know the tense forms, then it is ok.

2. present continuous : honesty is being the best policy.

3. present perfect: honesty has been the best policy.

4. present perfect continuous: honesty is having been the best policy.

5. simple past: Honesty was the best policy.

8. past perfect continuous: Honesty was having been the best policy.
