Belgium was divided into two major groups French and Dutch. In country Dutch were in majority. But they share equal powers with each other

No discrimination was practiced..

On the other side Srilanka was also divided in to two major groups Sinhalas and Tamils. Tamils covers the 18% of the population and mainly lives in northern part. Equal powers were not shared between Sinhalas and tamils. Sinhalas Dominate the population. This led to a civil war in 1980.
