Copper(ll) or Cu2+ ion has outermost electronic configuration

3 {d}^{9} 4 {s}^{0}

So , actually it's d orbital is not fully occupied. Electron can be exchanged,and hence colour is shown.

In case of Copper (l) or Cu+ it has outermost electronic configuration

3 {d}^{10} 4 {s}^{0}

So , it's d orbital is fully occupied. Here d-d transition is not possible as it has no unpaired electron. Consequently, it's colourless.
