The definition of a transition element is "An element which has incompletely filled d-subshell in their ground state or in any of their oxidation states"
Out of the both, Zinc exists either in ground state(Zn) or in excited state(Zn⁺²), In both these states, Zinc has a completely filled d-subshell, and thus by definition cannot be considered as a transition metal.
So, Only Copper is a transition element as it has an incompletely filled d-subshell in its +2 oxidation state.
