This is because the chloride ions you would produce in solution are anions that can act as the conjugate base of hydrochloric acid. But because HCl is a strong acid (completely dissociates) the Cl- ions are very weak conjugate bases, even when they come from copper chloride (I or II). I doubt you would even see a change in pH on most pH meters.
