Copper conduct electricity but rubber why not ?

<b><i><u><font color=brown>Any substance can conduct electricity only if it has free electrons. It is true that Copper and Rubber, both have electrons but Coppers have free electrons, which are responsible for flow of current and Hence, conduct electricity. Rubber, on the other hand does not have free electrons and can not conduct electricity are called insulators.
